XRP Retreats From August Highs as CLARITY Act Vote and Fed Decision Loom

XRP is trading near $1.42, retreating from its August high above $1.55 as traders position cautiously ahead of two major catalysts: the upcoming CLARITY Act congressional vote and the Federal Reserve’s interest rate decision, both expected soon.

The token rallied 28.5% in August, its best August since 2021, but the current pullback suggests that profit-taking and regulatory uncertainty are capping further upside. Analysts at Tessoron examine the macro, regulatory, and technical forces shaping XRP price action.

XRP’s circulating supply stands at approximately 62.7 billion tokens against a 100 billion maximum, with the top 10 addresses holding 19.5% of circulating supply.

The token was traded in a narrow $0.90–$1.10 range the first half of the year, while Ripple’s corporate fundamentals bolstered. The August breakout, from $1.00 to higher than $1.55 in less than two weeks, was the first steady move since the SEC settlement that correlated with recovering on-chain metrics instead of speculation.

CLARITY Act and Regulatory Crosscurrents

The CLARITY Act, which is scheduled for a congressional vote, could fundamentally reshape the regulatory framework for digital assets in the United States and potentially in the whole world. 

If passed, the legislation would provide clearer rules and guidelines on which tokens qualify as securities versus commodities, a distinction at the heart of XRP’s legal history.

A successful vote would likely be bullish for XRP. It will reduce the regulatory overhang that has weighed on the token since the SEC lawsuit. A failure, on the contrary, could trigger a pullback toward the $1.10–$1.20 support zone.

US spot XRP ETFs took in $153.55 million during August, according to SoSoValue data. The timing is notable: just $3.27 million arrived in the first two weeks, while the remaining $150.28 million poured in during the final two weeks, 46 times the first-half volume.

This late-month concentration of ETF inflows suggests that institutional buyers were reacting to the price movement rather than driving it, raising questions about whether the current pullback reflects smart money distribution

If ETF flows decelerate further in the coming sessions, selling pressure could intensify toward $1.27 or lower.

Ripple’s Corporate Positioning Strengthens

On the corporate side, Ripple joined the Open USD consortium earlier this year as an integration partner alongside Visa, Mastercard, Stripe, BlackRock, and Coinbase

The Bank for International Settlements (BIS) has also identified a new use case for the XRP Ledger, which added some institutional credibility.

These developments undubitably have strengthened Ripple’s position as a cross-border payment infrastructure provider, though the translation into XRP token price has historically been inconsistent. 

The Open USD partnership is significant because it places Ripple alongside the largest names in global payments infrastructure, potentially opening new institutional on-ramps for the XRP Ledger.

Cross-Exchange Dynamics

The XRP/BTC pair has been trending lower since mid-August, indicating that capital is rotating from altcoins into large-cap crypto, a classic risk-off pattern. Cross-exchange price differentials have widened during the pullback, as order book depth varies across venues.

Platforms that aggregate access to major exchanges, including Binance, Coinbase, Kraken, OKX, CEX.IO, and Huobi, can detect and capture these temporary spreads in real time.

On the daily chart, XRP trades below the August high of $1.55 and above the 50-day SMA near $1.20. The 14-day RSI has pulled back from near 75 during the August rally and currently reads approximately 55, reflecting neutral-to-mild bullish momentum.

Immediate support sits at $1.27, the base case target identified by multiple analysts. A break below would expose $1.10, the top of the seven-month range. On the upside, a recovery above $1.55 would signal renewed bullish momentum and target $1.81.
